Now considering you as a general category candidate it is difficult to get bams with 245 marks . It depends upon neet cut off . Cut off changes every year and depends upon certain factors including number of candidates appeared in exam, Toughness level of exam, seat intake and previous year's cut off.
This year cut off is high.
For general category candidate neet qualifying marks are 50th percentile ie score 720 - 164 .
Still you may try in private colleges or deemed universities .

Yes, you can definitely participate in State counselling for NEET UG without participating in All India Counselling.
- All India Quota (AIQ) Counselling: This is conducted by the Medical Counselling Committee (MCC) for 15% of the MBBS/BDS seats in government colleges and all seats in central universities and Deemed Universities.
- State Quota Counselling: This is conducted by the respective state authorities for the remaining 85% of the MBBS/BDS seats in government colleges and private medical colleges within the state.
Participation in one is not dependent on the other. You can choose to participate in either, both, or neither depending on your preference and eligibility (state domicile for State Counselling).

With 463 marks and being BC d category candidate you will get mbbs seat . But which college you will get depends upon neet cut off 2024.
Neet cut off 2024 is 50th percentile ie score between 720- 164.

If you belong to general category then neet qualifying percentile For general category candidate is 50th percentile ie 720 - 164.
Looking at this range you are not qualified.
